This talk presents a strategic framework for swarm robotic systems designed to achieve safe and efficient persistent monitoring. The proposed framework integrates coordination and safety mechanisms to support continuous monitoring while preventing inter-robot conflicts and maintaining system reliability. Emphasis is placed on scalable strategies that balance monitoring efficiency with safety constraints, enabling robust long-term deployment in complex and dynamic environments. The framework provides a structured foundation for developing swarm-based monitoring systems that are both operationally efficient and safety-aware.
